“明厨亮灶”条件下如何提高食品安全监管效能

摘要 本文通过对新疆兵团398样本户对辖区食品安全、明厨亮灶工作的认知入手,探究“明厨亮灶”工作下食品安全监管新思路。研究发现:(1)学校、政府机关人员对食品安全关注度远高于其他人群;经济水平、教育水平、职业等因素影响消费者对食品安全的关注度。(2)受访者中对“明厨亮灶”工作了解程度仅为36.8%,甚至4%的受访者完全不了解“明厨亮灶”;(3)实施明厨亮灶后,餐饮服务单位加工操作、着装、库房原料存放、清洗消毒都呈现较大改善,投诉率呈显著下降态势。加大日常监管效能、严把许可入口、提高食品安全意识是提高和改善食品安全监管工作的有效措施。 By interviewing 398 families in the city of Korla, this article provided an understanding for the execution of the "bright kitchens and ovens" policy ,and also explored the new strategy for food security supervision.the result suggested :firstly, compared with the average population, employees in school and government had better awareness on food security issues.Secondly, the "bright kitchens and ovens" policy was not commonly recognised by the population, only 36.8% of the interviewees had an un derstanding on this policy, while 4% were completely unaware.Thirdly, as the statistic showed, after the execution of the policy, food security in public places was significantly enhanced, while public complaints on heahh problems showed a reduction.Therefore, this article considers the daily supervision, strict licensing procedure and food security publicity are effective methods of resolving food safety problems.
