马克思和恩格斯"世界历史"理论是作为五大发展理念之一的"开放"理念的哲学基础。落实"开放"发展理念、实施开放发展战略需要准确把握当代中国的历史方位。横向来讲,需要把握好"开放"发展的整体性;纵向来讲,必须把握好当代中国开放发展的历史性(阶段性)。具体来讲,落实"开放"发展理念、实施开放发展战略,必须处理好"引进来"和"走出去"的关系;必须坚持平等互利与合作共赢原则,坚决捍卫国家主权和国家安全;必须坚持"文化自信",加强对外文化交流,特别是要做好马克思主义和中国传统文化的传播,增进"历史向世界历史转变"的积极因素。

Marx and Engels＇ ＂world history＂ theory is the philosophical basis of ＂ open＂ develop- ment as one of the five development concept. Implementing the concept and strategy of the open develop- ment requires a good grasp of the historical position of contemporary China. From the lateral view, it needs to grasp the integrity of ＂open＂ development; in the longitudinal terms, it needs to grasp the his- torical position of open development about contemporary China. Specifically, implementing the concept and strategy of open development needs to address the relationship between Chinese economy ＂ bringing in＂ and ＂going out＂ , must adhere to equality and mutual benefit and win -win cooperation principle and resolutely safeguard national sovereignty and security ; must adhere to the ＂ cultural self - confidence＂ , strengthen international cultural exchange, particularly spread Marxism and Chinese traditional culture and enhance the positive factors of ＂transformation from history to the world history ＂.
