Strategy and Countermeasures for Chinese Investment in Eastern Russia

中国对俄罗斯东部地区投资优先领域为能源、矿产资源、基础设施、现代农业、林业、高科技、金融、制造业、电子商务、跨境园区。对俄投资战略需要制定国家级对俄罗斯东部地区投资规划,培育和扶持对俄罗斯投资主体,做好境外投资的前期准备,制定和实行科学规范、稳妥安全的投资活动实施程序,加快对俄罗斯投资合作的制度创新,加强对俄罗斯投资合作的政策保障。基础设施投资重点可放在境外港口、机场、公路、铁路等对我国战略布局有重要意义的方面;对俄农业领域投资,应当以技术创新和技术进步作为驱动力,以经济增长、收入提高、粮食安全和环境可持续性为目标;制造业应将我国产业优势和资金优势与俄罗斯东部地区需求相结合,选择投资重点;强化政府在中俄科技合作中的引导、协调、服务职能,建立多层次、高效率和专业化的中俄科技合作咨询评估机构。

China＇s priority investment fields in eastern Russia are basic infrastructure, cross-border parks, e-commerce, energy, finance,forestry, manufacturing, mineral resources, modern agriculture, and technology. China＇s investment strategy for Russia has several needs： a plan decided on the national level, means to cultivate and support the main body of investment in Russia, proper preparation to invest abroad, scientific standards coupled withsafe and secure investment processes, and means to hasten innovative design of investment cooperation in Russia while strengthening relevant legislative protection. The main importance of basic infrastructure investment can be seen in the significance of foreign ports, airports, roads, railroads etc. to China＇s strategic distribution. Investment in Russian agriculture should be driven by technological innovation and progress,with the goals of economic development, wage increases, food safety, and environmental sustainability. In the manufacturing industry, investment focus points should be chosen by matching China＇s advantages in industry and funding to eastern Russia＇s needs. The strategy should increase the government＇s role in guiding, coordinating, and servicing Sino-Russian technological cooperation. Lastly, a multi-level, highly effective, specialized Sino-Russian consultation and evaluation agency for science and technology should be established.
