The Shanghai Cooperation Organization's Security Cooperation

经过16年的发展,上海合作组织形成了五级会议决策机制,通过了一系列法律文件,在地区反恐怖机构基础上,建立了防务、执法、司法和安全战略等四大领域合作框架,形成了法律协调、联合演习、联合安保、联合执法、信息交流、人才培养等基本合作内容。在当前国际环境下,上合组织已成为维护地区安全稳定最主要和最有效的区域合作机制之一。未来,上合组织还要在总体安全观指引下,继续理顺合作机制,完善法律基础,落实已签署的合作规划和项目,在地区稳定事务中继续发挥作用。

Over the past 16 years, the Shanghai Cooperation Organization （SCO） has formed a level-five decision making mechanism, passed a series of legal documents, and established strategic frameworks for defense, law enforcement, legislation, and security on the basis of regional counterterrorism agencies. These achievements have aided their efforts towards cooperation in the fields of legal coordination, military exercises, law enforcement, information sharing, and personnel training among others. In the current international environment, the SCO has already become one of the most important and most effective regional cooperative mechanisms for maintaining regional security and stability, In the future, the SCO should streamline its cooperative mechanisms, improve its legal foundation, implement already-signed cooperation plans, and continue contributing to regional security with the concept of overall security in mind.
