天津市低碳经济标准体系建设研究

天津虽然在探索低碳经济发展道路方面已经迈出了坚实的步伐,持续调整产业结构、不断优化能源结构,能耗强度及碳排放强度显著降低,但由于天津正处于经济高速增长和规模扩张阶段,能源消费及碳排放总量仍持续增长,发展低碳经济面临的形势依然十分严峻。开展低碳经济标准体系研究,建立一个科学合理的低碳标准体系,为天津市低碳经济标准制修订计划和规划提供技术依据,为低碳经济的发展提供技术支撑。

Although Tianjin has taken a solid pace in exploring a low carbon economy development path, continuously adjusted the industrial structure, constantly optimized the energy structure, energy intensity and carbon intensity decreased significantly. But because Tianjin is undergoing rapid economic growth and expansion stage, energy consumption and carbon emissions continue to increase, the situation facing the development of low carbon economy is still very grim. The study on standard system of low carbon economy can establish a scientific and reasonable low carbon standard system, provide the technical basis for the Tianjin city low carbon economy standards and revision plan and planning, provide technical support for the development of low carbon economy.
