The Implementation of and Lessons from Technical Trade Measures in Japan

第二次世界大战后,为尽快恢复经济,日本政府先后制订和出台了一系列技术性贸易措施,在食品农产品、化学品、日用消费品、医药等领域加强非关税性管制。分析日本技术法规、技术标准、产品质量认证制度、合格评定程序、动植物卫生检疫措施和绿色技术壁垒等为主要内容的技术性贸易措施,总结日本在实施技术性贸易壁垒的过程中积累的宝贵经验,可为我国构建符合国际规范的技术性贸易措施体系、促进对外贸易提供借鉴。

After World War II, in order to restore economy as soon as possible, the Japanese government has formulated and issued a series of technical trade measures to strengthen non-tariff regulation in food products, chemicals, consumer goods, medicine and other areas. This paper analyzes the major measures of Japanese technical regulations, technical standards, product quality certification system, conformity assessment procedure, sanitary and phytosanitary measures and green technical barriers, summarizes the precious experience accumulated by Japan in the implementation of technical barriers to trade, which can provide references for China to build a technical trade measures system in line with international norms and promote foreign trade.
