The appearance and development of NTOCC platform not only promote the transformation and upgrading of traditional road freight transport organization mode, but also have a profound impact to the development of logistics industry in the future and Economic circulation field. In this paper, we discussed the characteristics, operation subject, service object, business function, stage and trend of NTOCC platform based on the present situation and existing problem. At last, we proposed the core content of innovation and development which NTOCC platform should focused from technology and policy aspect.
