探索区域发展工具理性与价值目标的相容机制--基于长江经济带绿色发展的观察与思考

中国这一体量庞大的经济巨人,将面临人类发展的终极问题:要让自己唯一的国土家园变得怎样?以至要让"地球村"变成怎样?当提出并越来越重视绿色发展时,实际上意味着人类发展对于环境的大范围深度影响已经直接触及到人类发展的价值核心。进行生态修复和提高环境保护标准实际上归结为两个经济学含义,一是将环境成本内部化,即生产企业必须承担全部的环保责任;二是采取环境友好的技术路线,或者发展本身具有促进环境改善的产业。当人类终于认识到由工具理性驱动的产业发展必须具有明确而坚持的价值理性(目标)方向时,必然将绿色发展作为可行的道路和模式选择。一般来说,市场机制更倾向于工具主义理性,而政府作用所代表的主要是人类发展(社会和人民)的价值目标。中国各地区的发展正在进入一个需要深刻思考、认真权衡、周密规划、慎重抉择的新时期,必须通过深化改革,形成经济发展工具理性与价值目标的相容机制。

In general, the market mechanism is more inclined to instrumental rationality, and the role of government is mainly the value of human development （society and people）. The development of China＇s various regions is entering a new period that requires deep thinking, careful trade-offs, careful planning and careful choice. It must be through the deepening of reform, the formation of economic development tools rational and value objectives of the compatibility mechanism.
