区域协调发展的结构配置与创新驱动

Structural Configuration and Innovation Driven of Regional Coordinated Development

中国政府历来高度重视区域协调发展问题。在区域发展总体战略指引下,通过结构配置方式对区域协调发展进行积极干预,并取得了不俗的成就,区域良性互动格局初步形成。但是在经济新常态下,区域发展的内外部环境发生了深刻变化,传统区域协调的结构性政策面临一系列困境。因此,根据新常态下促进区域协调发展的新要求,区域协调发展战略必须进行相应调整,实现从结构配置向创新驱动的转变。具体地,在优化经济发展空间格局基础上,要通过促进生产要素的自由流动,以创新驱动解决结构问题和促进区域协调发展,实现区域发展由外生向内生增长转变。

Chinese Government has always attached great importance to regional coordinated development. Under the guidance of the overall strategy of regional development, it formed a benign interaction among regions, and regional development more coordinated. In the new economic normal period, regional development of the internal and external environment has undergone great changes. Thus the content and way of regional coordinated development should also be adjusted accordingly. We should pay more attention to human capital and new factors of production inputs than material capital, and promoting the free flow of factors of production, and dealing with the relationship between structural configuration and innovation driven. On the basis of the optimization of regional space, we need to achieve the transformation from structural configuration to innovation driven.
