技术创新与技术进步是完成我国供给侧结构性改革、实现产品供给转型升级的关键,也是有效实现节能减排最重要的方式。从面上来看,我国节能减排在技术创新、技术进步以及提高技术效率上还有很大空间。在适当的市场环境和政策条件下,企业完全有动力也有能力通过技术创新来实现大幅度的节能减排,甚至由此盈利。目前我国经济结构调整、产业转型升级正处于阵痛期,经济增长放缓,这为我们冷静思考下一轮经济实现健康稳定可持续发展、采取技术创新实现产业转型升级赢得了宝贵时间。
