我国图书馆政策评估的困境及其突破

Problems and Strategies of the Library Policy Evaluation in China

图书馆政策是政府宏观调控和引导图书馆事业发展的重要手段,图书馆政策质量对图书馆事业发展具有不可忽视的重大影响,而政策评估是检验图书馆政策质量优劣的主要方式。美国十分重视图书馆政策评估,每年都会出台评估报告,而且评估主体多元,评估方法多样,评估标准清晰。随着图书馆事业的繁荣发展,我国开始日益重视图书馆政策评估工作,但同美国相比,我国还处于初级发展阶段,面临着图书馆政策评估逻辑不清、理论发展与实践难以推进等困境。建立科学的评估制度、实现评估主体多样化、采取定量与定性评估方法、制定合理完善的评价标准,是突破当前我国图书馆政策评估困境的重要路径。

Library policy in China is a critical means for governmental macro-control so as to guide the development of Chinese library industry. The quality of library policy has great impact on the development of library industry at large, and in order to examine the efficacy of library policy, policy evaluation is adopted as the main methodology. The United States lays great emphasis on library policy evaluation; assessment reports are published annually. These reports are multivariant in subject, diversified in evaluation methods, and clear in evaluation standards. As library industry proliferates in China, library policy evaluation has received more attention. However, compared to that of the U.S., library policy evaluation in China is still in its infancy accompanying challenges such as ambiguous evaluation mechanism, an imbalance between theoretical impetus and pragmatic practices, and so on. In order to address the issues Chinese library policy evaluation is facing, we should establish a scientific evaluation system, enforce multivariate of subject matter, adopt a combination of quantitative and qualitative analysis, and enact a set of comprehensive evaluation standards.
