新常态下城乡统筹基础教育发展路径探究——以成都市为例 被引量:1

摘要 "以人为核心"的统筹城乡规划发展是新常态下改革深化发展的方向,其中,城乡教育统筹均衡发展是重点与难点。在统筹城乡基础教育均衡发展的过程中,成都市以城乡统筹基础教育发展的路径选择为切入点,直面其发展中的三大挑战,通过构建"三化联动"体系、"双核共兴、圈层融合"教育统筹发展顶层设计、教育经费投入一体化体制、教育惠民服务提供机制、统筹规划教育资源配置五大路径探索适合城乡统筹基础教育发展的体制选择。然而,"成都路径"的实践过程中,仍存在一些问题是单凭教育内部无法解决的,需要各级各部门及更多的专家学者通力合作才能科学选择和建立推进城乡统筹基础教育发展的制度体制。 "Human-oriented" is the goal and direction of developmem and direction on urban-rural integration planning. Among which, the balanced development of urban-rural education is the key-point and breach to break the current urban-rural dual structure and to narrow the gap between urban and rural areas. During the urban-rural integration planning,the city Cbengdu has implemented a series of policies and administrative measure, such as construction of "linkage of industrialization, urbanization, and functionalization" system,"famous school eoUectivization strategy", "business layers integration strategy", integrated system of educational fund input, mechanism of providing education-benefiting people service, and overall planning of educational resources allocation to explore the system suitable for the development of urban and rural basic edu- cation. However, in the practice of "Chengdu path", there are still some problems that cannot be solved by education alone. It is necessary for all departments and experts and scholars at all levels to work together in order to scientifically select and establish a system for promoting the development of urban and rural basic education.
