公共服务动机视角下党政干部纪律约束制度研究

Research on Discipline Constraint System of Party and Government Cadres from the Perspective of Public Service Motivation

党政干部纪律约束制度以法律法规为基础,具有全面性和专项性的特征。公共服务动机是完全基于政策和制度的反应,是纪律约束制度的心理监测点,而纪律约束制度又是党政干部公共服务动机的客观物质环境,二者互为辩证统一。运用公共服务动机视角来分析党政干部纪律约束制度存在的问题,将促进纪检制度精细化、预测化发展。

The discipline restriction system of Party and government cadres is based on laws and regulations and has the characteristics of comprehensiveness and specialization. Public service motivation is entirely based on the policy and institutional response, on one hand, is the psychological monitoring point of the disciplinary system, on the other hand, the discipline restriction system is the objective environment of public service motivation, the two are dialectical unity with each other. This paper analyzes the problems existing in the discipline restriction system of Party and government cadres from the perspective of public service motivation, in order to construct the precise and predictive discipline system.
