Study on Openness Governments Data from the Perspective of Participating Subject——A Case Study of Shanghai

近年来,政府数据开放日益受到社会各界的高度重视。从其参与主体的角度来看,政府、第三方研究机构、公民、媒体作为政府数据开放中的四大主体,互相之间呈现出一种相互促进和监督的博弈关系,只有这四大主体共同参与,各自充分发挥自身的积极影响,才能为政府数据开放提供充足的发展动力,才能使政府数据得到更有效的利用。

In recent years, the opening of government data has been highly regarded by the community. In terms of participants, governments, third-party research institutions, citizens and media are four major subjects for opening governments＇ data, and a game relationship of mutual promotions and supervisions is presented among one another. The joint participation of the four major subjects and the full play of each subject＇ s positive impacts are the prerequisite for providing sufficient driving forces for opening governments＇ data and utilizing such governments＇ data in a more effective manner and to make the government data more effective use.
