Discussion on System Reform of Natural Gas of China and Its Improvement

近些年来,国家围绕天然气开采、销售、基础设施建设、管网输配等关键领域出台了一系列改革措施,破除了一些制度障碍,天然气消费占比不断提高。但在天然气体制改革中依然存在诸多问题,如相关政策难以落实到位、天然气中上游环节业务开放不足、参与天然气平台交易的主体过于单一等。针对这些问题,提出了细化相关规定,提高政策可实施性;有序放开天然气开采,拓宽天然气来源;推进管网独立,重构天然气输配秩序;完善天然气交易体制,营造公平竞争环境等对策建议。

In recent years, China has introduced a series of reform measures for natural gas exploit, sales, infrastructure construction and pipeline network transportation, broken some system barriers, and the proportion of natural gas consumption continuously improved. However, there still existed many problems in natural gas system reform, such as hardly implementa- tion in relevant policies, insufficient opening of middle and upstream section business of natural gas and excessively single entity participating in natural gas platform trade. Aimed at these problems, this paper puts forward some countermeasures to refine relevant regulations, raise the implementation of policy, orderly open natural gas exploit, expand natural gas resource, improve the independence of pipeline network, reconstruct natural gas transportation and distribution order, improve natural gas trade mechanism and build fair competition environment, etc.
