浅议事前监督

About the Supervision before

行政监督是约束权力的重要手段,事前监督强调了关口前移、及早介入,起到防患未然、治病未发的作用,对于反腐倡廉建设、警示教育个人有一定意义。笔者阐述了事前监督区别于其他环节监督的主要特点及事前监督三个方面的意义,对比分析了具有代表性的正反两方面关于事前监督的例证,提出了从教育、制度两方面做好事前监督的设想。

In this paper, the main points of supervision beforehand difference from other supervision andits significance from three aspects are expounded. According the analysis of typical examples of positiveand negative aspects about supervision beforehand, the establishment of supervision beforehand fromeducation and system is put forward.
