摘要
采取案例研究的方法,分析广东省21个地级市在2008-10年间所编制的总体规划、控制性详细规划以及一些代表性城市在2005-14年间出台的规划标准,指出地方开展多样化的用地分类探索已成为一种趋势,在市场经济体制下,城市规划的方法需要转变传统执行指令的思路,采取多维综合的手段来协调利益,应对未来的不确定性。一些地方性的创新经验将成为未来国家用地分类制度改革的"试验田"。
This paper adopts a case study method to analyze the master plans and regulatory detailed plans of 21 cities in Guangdong Province that are compiled from 2008 to 2010, as well as some planning standards of representative cities issued from 2005 to 2014, pointing out that it has become a trend for local cities to carry out a multi-dimensional exploration on land use classification. Under the market economy, urban planning methods need to be changed from the traditional idea of executing instructions to taking a multi-dimensional comprehensive approach, to coordinate interests and deal with uncertainties in the future. Some local places will become the "experimental fields" and their innovative experience will enlighten China on the future reform of national land use classification system.
