同步小康视角下精准脱贫模式选择

The Choice of Accurate Anti-Poverty Mode under Perspective of Synchronization to Realize Well-off Society

中国2020年要全面建成小康社会,就必须实现农村贫困人口如期全部脱贫。经济发展水平相对落后的江西省要实现与全国其他地区同步建成小康社会,就需要比其他地区更快地解决农村贫困人口的脱贫问题。基于江西脱贫攻坚实现同步小康的现实基础和"十三五"江西脱贫攻坚的目标任务,以及对江西省多个贫困县和福建、广东、广西、贵州等省区的大量调研,提炼出对江西省下一阶段脱贫攻坚有影响的5大方面、10个有代表性的精准扶贫模式,并结合江西省不同贫困地区的实际,提出不同地区下一阶段精准脱贫模式选择的政策建议。

To achieve the goal of building a well-off society in China in all respects by 2020, it is vital to overcome poverty for all rural poor on schedule.Jiangxi Province, in particular, has to quicken its pace in this aspect as it does not enjoy quick economic development like some other provinces.It has to worker faster than other regions in reducing rural poverty to keep pace with the rest of the country in building a well-off society. Based on the practical basis of the synchronization to realize well-off society and the goals and tasks of poverty alleviation of“The 13th Five-Year Plan”,as well as investigations and researches conducted in counties in Jiangxi and Fujian, Guangdong, Guangxi,Guizhou and other provinces, ten representative models were selected which may throw some light on the accurate poverty alleviation of Jiangxi in the next stage in five aspects. Final- ly,given the reality of poor regions in Jiangxi Province, some policy suggestions were put forward for different regions on accurate poverty alleviation mode selection for next phase.
