本文通过简述目前污染物总量控制的现状及存在的问题,引出"刷卡排污"管理系统。刷卡排污作为能够缓解目前污染物总量控制中的一系列问题的的信息化解决方案,目前已经在一些地区全面推行。刷卡排污不仅对排污企业进行刷卡排污控制,为总量减排指标的落实提供科学依据,而且为巩固和落实总量减排工作成果提供技术手段。
