Combining with the demands in the engineering bidding, the paper analyzes the control over the engineering cost, illustrates from the rule manipulation, selection for bidding agents, compilation of bidding documents, control over bidding rigging and bidding application, control over the prices of equipment and materials and unbalanced pricing, and points out the controlling methods for the engineering cost.
