宜昌市樟村坪矿山地质环境恢复治理现状及思考

Present Situation and Thinking on Restoration and Governance of Mine Geological Environment of Zhangcunping in Yichang City

通过对樟村坪矿区内23家矿山近年来实施的75个矿山地质环境恢复治理项目的调查,结合前人在该地区进行的矿山地质灾害普查成果,分析辖区内矿山地质环境恢复治理现状,并对今后完善管理办法和治理措施展开思考探索。建议政府主导国土资源、水利、林业、环保等部门调研出台矿山地质环境恢复治理验收的具体标准,推进矿产资源勘探、开发及闭坑不同阶段的地质灾害一体化防治的理念,制定推广充填法采矿相关工程技术标准;完善湖北省矿山地质环境恢复治理备用金制度,细化矿山地质环境恢复治理备用金管理使用办法。

Combined with the reconnaissance survey achievement about mine geological hazards conducted by the predecessors in Zhangcunping,The authors analyzed the situation of restoration and governance of mining geological environment by investigating 75 mine geo-environmental restoration and governance projects carried out in 23 mines in this mining area.It also explored the improvement of management methods and governance measures.It suggestes that：the government leads departments of the land resources,the water conservancy,the forestry and the environmental protection and so on,to investigate and put out the concrete acceptance criteria of mine geo-environmental restoration and governance projects,and to promote the concept of integrated prevention and control of geological hazards during different stages of exploration,development and closure,moreover,to draw up and promote the related engineering and technical criteria of filling mining methods,finally to improve the security deposit system of mine geo-environmental restoration and governance and refine the use and management measures of security deposit.
