摘要
分析影响港口通航安全的各要素,围绕人-船舶-环境-管理等四个方面展开研究,运用综合安全评价思想方法构建港口通航安全综合评价指标体系.最后,利用该方法构建了厦门港通航安全综合评价指标体系,并基于层次分析法和模糊综合评判相结合的方法对厦门港通航安全进行评价,评价结果与厦门港实际通航安全现状是相符合的,从而证明了该港口通航安全评价指标体系是可行的.
The comprehensive evaluation index system of the port navigation safety is constructed by u- sing the formal safety assessment, based on the analysis of the affecting factors for the port navigation safety and the research on the four aspects of human, vessel, environment and management.Finally, the comprehensive evaluation index system of Xiamen Port navigation safety is constructed by using the method mentioned above.Then,Xiamen Port navigation safety is evaluated by combining the analytic hierarchy process （AHP） and the fuzzy comprehensive evaluation.The evaluation result is in line with the actual navigation safety status of Xiamen Port,indicating that the safety evaluation index system of port navigation is feasible.
