本文以梅州市"十二五"期间主要污染物总量控制的相关政策与行政行为为研究对象,以核心污染物二氧化硫为切入点,通过建立控制变量对比、前后环境质量对比、主要污染物减排效率对比和产出结构对比等,对梅州市主要污染物总量减排政策实施的实际效果和功效进行分析;针对其中存在的问题进行深入分析和探讨,提出减排政策制定与执行的意见、建议,为梅州市相关部门制定和执行相关污染物减排政策提供参考。
