近年来,生态城市建设的进程可谓喜忧参半。一方面,城市建设进程朝着"生态城市"的目标快速推进,"生态城市"成为城市建设与城镇化发展的必选模式,一些城市已开始探索立法推进生态城市建设;另一方面,在生态城市建设过程中遇到困境,出现定位不明确、为政绩工程而建、缺乏指标体系、规划不当、生态文化建设滞后、缺乏法律保障等一系列新问题。如何摆脱困境,成为亟待解决的问题。

On the other hand, urban construction process encountered difficulties, there was not clearpositioning, for the achievements of the project built, the lack of indicators system, improper planning, ecological and cultural construction lag, the lackof legal protection and a series of new issues.
