"廉能量"建设是政治新常态的核心诉求,具有广泛而深刻的正面效应。从"廉能量"建设维度看,"廉能量"建设效应主要表现为功能效应、模样效应和路径效应。其中,功能效应是基础,重在通过体系内诸要素合理配置,强化和优化功能,以实现持续增量升质;模样效应是目标,包括远景目标和现实模样,以产生现实激励作用,实现公序良治;路径效应是实现功能效应和模样效应的"桥梁",形成指向明确、运作有力的行动路线。三者共同构成既互相联系、又相对独立的空间体系。
