党的民族政策在中央与民族自治地方关系中的建构研究——基于广西龙胜各族自治县的实证分析

A Study on the Party's Ethnic-minority Policies in the Construction of Relationship Between the Central Government and the National Autonomous Areas——An empirical analysis based on Guangxi Longsheng Autonomous County

党的民族政策在建构中央与民族自治地方关系中地位明显。文章以广西龙胜各族自治县的历史发展为个案,分析党的民族政策在建构中央与民族自治地方关系中的作用,即奠定了维护国家统一和民族团结的基础,增加了少数民族的民族认同和国家认同,在政治制度上保障了地方自治权的充分行使,在经济上的扶持政策促进了自治地方经济的发展。构建中央与民族自治地方和谐发展关系,对于推进民族自治地方的科学发展、民族自治地方治理能力现代化以及创新发展党的民族政策具有重要意义。

The party＇s ethnic-minority policies play a significant role in the construction of the relationship between the Central and the National Autonomous Governments. Based on the actual research of all ethnic groups in Longsheng Au- tonomous County since the founding of the country and the empirical analysis of the national policy＇s impact on building the relationship between the Central Government and Autonomous Regions, this study explores the basic experience in building a socialist harmonious relationship between the Central Government and Autonomous Regions.
