Analysis of Policy Implementation Issues in Cross-regional Police Cooperation

从第三代政策执行理论视角发现,我国跨区域警务合作的现实困境主要是由于地方各级政府的合作动力不足、缺乏相应的经费保障或者没有适当的补偿机制等。因此,推动跨区域警务合作向纵深方向发展,必须以"合作互惠"理念来推动区域警务合作、丰富警务协作内涵、构架警务协作的网络机制、强化警务协作信息的共享、并加强区域警务合作立法工作。

From the perspective of the third-generation policy implementation theory, we can find that the difficulties in cross-regional police cooperation are mainly caused by insufficient cooperative impetus among all kinds of governments, inadequate money and no compensation mechanism. We must change our ideas to begin institutional design, with the idea of mutually beneficial cooperation to promote cross-regional police cooperation. In order to make cross-regional police cooperation develop further, we need to enrich the meaning of police cooperation, con- struct policing coordination network mechanism, to share information more, and to enhance cross-regional police co- operation legislation.
