基本公共教育服务供给机制创新——基于协同治理的视角

受制度环境、财力和信息不完全等诸多因素的影响，当前我国的基本公共教育服务供给存在供给总量不足与供给结构失衡问题，供需矛盾凸显。这意味着传统计划经济体制下形成的政府一元化的基本公共教育服务供给机制已不能满足社会公众多层次、多样性和个性化的教育需求。基本公共教育服务供给是一个系统工程，与协同治理的运行机理和内在机制相契合。为此，应运用协同治理的理念，破解基本公共教育服务供给困境。具体路径为：树立协同治理理念，创新供给协同治理机制；实现供给主体多元化、治理权力多中心化和供给方式多样化；建立和完善科学决策机制；培育和发展非政府组织，优化协同治理资源；健全监督管理和评价机制。

Therefore, we should use the concept of synergetie governance to break the supply dilemma of the basic public education service.The specific path are：Establish the concept of collaborative governance,innovate the supply of collaborative governance mechanism.To achieve the diversification of supply subject, multi-center governance and supply diversification.Establish and perfect scientific decision-making mechanism.Nurture and develop non-governmental organizations,optimize collaborative governance resources.Sound the supervision and management and evaluation mechanism.
