征地实践中零星土地的补偿与利用——以徐州市区为例

因土地征收导致地块周边剩余了零星土地,实践中一般予以合理补偿。由于这些土地面积较小分布零散,群众不易耕种,一定程度造成土地资源浪费。零星土地形成的主要原因是群众对补偿期望值较高,农用地转用指标紧张导致报批面积小,项目规划选址存在瑕疵。由于目前徐州暂无零星土地补偿的依据,利用管理存在问题,需要政府加强科学规划,规范补偿行为,加强利用管理,提高节约集约利用水平,维护群众的土地权益。
