摘要
城市交通是城市基本公共服务的重要组成部分,为人民群众提供经济、便捷、安全、舒适的交通服务是城市交通供给侧结构性改革的重要目标。当前,快速城市化与交通供需失衡所造成的交通环境变化一定程度上降低了出行效率与交通公平性,现有的城市交通体系已不能适应城市发展的需要。因此,在供给侧结构性改革背景下,根据我国城市交通体系现状、城市交通底线公平内涵及原则,将底线公平引入城市交通体系,可从交通需求、交通规划与管理、交通安全三个层面解决城市交通底线公平的建设问题。研究结果能够为城市交通公平评价提供可操作性的实施方法,并为交通规划提供理论依据。
As an important part of the urban basic public services, the main goal of the supply - side structural reform of urban public transport is to provide safe and convenient, economical and comfortable transport services for the public. The changes of traffic environment caused by the rapid urbanization and the imbalance of supply and demand to a certain extent reduces the travel efficiency and transportation equity. The existing urban transport system cannot meet the needs of urban development. In this paper, the baseline equality is introduced into the urban transportation system in the context of supply - side structural reform, based on the analysis of the present situation of urban transportation system, the connotation and principle of urban traffic baseline equality. From the three aspects of traffic demands, traffic planning and management, traffic safety, the problem of building urban traffic baseline equality can be solved. This research can provide a practical implementation method for the evaluation of the baseline equality of urban public transport, and provide a theoretical basis for urban transport planning.
