我国海绵城市建设的困境及建议:基于国际比较的研究

Problems and suggestions of Sponge City construction in China: based on an international comparison

近年来,我国掀起自上而下的海绵城市建设热潮,但短期内尚难以形成成熟的范式。首先梳理我国海绵城市研究和实践的动态及存在的问题,体现在偏重工程性建设、缺乏法律法规体系和评估、实施保障机制等。进而从建设理念、建设模式、评估机制、监管体系四个方面对发达国家的雨洪管理体系进行比较研究,为构建我国海绵城市建设体系提供切实可行的经验借鉴,并提出我国海绵城市建设的建议。

; In recent years, China witnesses the heat of the construction of Sponge City nationally, but it is difficult to form a mature paradigm in a short term. Firstly, the paper reviews the trends and problems of the research and practice on Sponge City construction in China, like the stress of engi-neering construction, the lack of the systems of laws and regulations, as well as the evaluation and implementation guarantee mechanisms. Then the paper makes a comparative study on the m a n a g e-ment system of stormwater in developed countries from four aspects, name l y, construction concept, construction mode , evaluation mechanism and supervision system, with an aim to provide practical references for the construction of Sponge City in China. Finally, the suggestions for the construction of China^s Sponge City are put forward.
