Besides the complexity of rail transit project itself, PPP mode will increase a lot of risk factors, so it needs to study and balance the interest demands from the government, the enterprises and the public. With the large-scale implementation of the current round of PPP policy in China, the relevant concepts have been deeply rooted such as efficiency-oriented, fair & equitable, benefit sharing, risk sharing, protection of public interests. To establish a comprehensive coordination mechanism and regulatory system, to build a reasonable investment return mechanism and risk sharing mechanism, to establish a perfect contract framework, PPP projects are being screened scientifically combined with the environment and project characteristics. PPP mode subsidy mechanism is promoted, and the capital is controlled during the implementation process. The operating costs are effectively controlled, and the operation developments of urban rail transit are promoted steadily.
