摘要
自2012年我国教育财政投入已达到当年GDP总值的4%,但是对特殊教育(以下简称特教)财政投入的总量不足和投入结构失衡问题依旧相当严重^([1]),也就严重造成了我国特教的发展受阻,不同地区的特殊人群接受教育的机会也各不相同,导致社会不公平加重也让特殊人群素质总体水平提高缓慢。教育直接影响着一个国家的综合实力发展,特殊人群作为社会成员,是国家素质的组成部分,因此,对我国特教财政支出结构进行研究,寻求高效的支出结构有利于推动我国社会公平和国民素质的发展,文中从国家财政分配、省市级政府财政分配和地区间财政分配三个维度进行分析,提出不同级别政府对特教财政分配的建议。
