中国——东盟网络安全合作及其布局

Cyberspace Security Cooperation and Displacement between China and ASEAN

中国与东盟出于维护国家安全和社会稳定的目的,积极推进网络安全合作。缺乏统一的合作机制使得中国—东盟网络安全合作欠缺协调性,并呈现出"碎片化"趋势。经济层面的合作范围有待拓展,军事层面的合作尚处于起步阶段。统一的中国—东盟网络安全合作机制应由网络安全会议制度、网络安全基本原则、经济层面的协调合作制度、军事层面的沟通对话制度组成,通过高级别领导人会议制定总体框架,职能部门负责具体落实的形式,实现自上而下的渐进性合作。

The cyberspace security cooperation between China and ASEAN moves forward in order to maintain the social stability and national security.Cyberspace security cooperation between two sides lack the unitary system and coordination,and displays a trend for fragments.Cooperation in economic field should broaden,and cooperation in military field has just started.The integrated cooperation mechanism should include cyberspace security meeting mechanism,the rule of cyberspace,economic coordinating mechanism and military communication mechanism.With setting up the agenda by high-level meetings and implementing by functional department,the cooperation can be realized in a top-bottom way.
