中国对俄罗斯公共外交评析

Review on Public Diplomacy of China toward Russia

俄罗斯在中国对周边国家的公共外交布局中占据重要地位,搞好对俄公共外交,在政治、经济和社会文化层面都有着重要价值。目前,中国的对俄公共外交已经形成一套较为完备的体系,在组织体系、传播网络和品牌亮点活动等方面取得了不错成绩。但从公共外交实施战线和操作形态两个理论视角看,中国对俄公共外交存在社会基础仍需加强、文化交流方式有待创新、面临美国欧盟的竞争和俄罗斯"亲西方"利益集团的挑战、常态公共外交与危机公共外交的有效协调有待加强等问题和挑战。中国应进一步夯实社会基础、升级文化交流方式、管控对手带来的负面影响,逐步在俄罗斯社会培养"命运共同体"意识,提升对俄公共外交实效。

Russia occupies an important position in the layout of Chinese public diplomacy to- wards neighboring countries, improving public diplomacy towards Russia, which not only has political and economic value, but also has great significance on social cultural level. At present, China has formed a relatively complete system for developing punic diplomacy to Russia, and has made great achievements in organization system, communication network and brand activities. However, from the theoretical perspective of implementation fronts and operating forms of public diplomacy, there are still some problems and challenges. For example, the social foundation still needs to be strengthened, the way of cultural communication needs to be innovative. And we are still facing the challenges from the US and EU and the competition from Russian ＂pro-Western＂ interest groups. Thus, the effective coordi- nation between the Normal Public Diplomacy and the Crisis Public Diplomacy needs to be strength- ened. Because of this, China should further consolidate the social basis, upgrading ways of cultural ex- change, and control the negative impacts from competitors. And gradually cultivate the ＂Community of Common Destiny＂ consciousness in Russian society, so that we can enhance the effectiveness of our public diplomacy towards Russia.
