西方科技霸权与中国标准国际化--工业革命4.0的视角

科技优势就是霸权国的力量之基,标准霸权则是霸权可持续性的保障。经济全球化与互联网经济的发展,使得国际标准竞争成为国际政治、经贸博弈的焦点,国际标准的制定权决定了相关产业的主导权,最终内化为一国的竞争优势,并作为对他国设置国际贸易壁垒的载体。发达国家纷纷将科技先发优势转化为标准优势,将标准战略作为其综合优势的核心战略。国际标准的制定权,已经成为既有大国与新兴大国的核心博弈议题。本文分析了西方科技霸权对新兴国家的现实威胁,阐释了国际标准非对称博弈的基本态势,提出了中国科技标准国际化面临的现实挑战与应对路径。中国赢得工业革命4.0时代国际标准博弈的核心动力,必然根植于制度层面的深化改革,以及民族文化的自强抱负。

The advantage of science and technology is the base of hegemony, and standard hege- mony is the guarantee of hegemony sustainability. The development of economic globalization and In- ternet economy makes the international standard competition become the focus of international politics and economy. The right of formulating international standards determines the dominant power of the relevant industries, and ultimately turns into a country＇s competitive advantage as the carder of interna- tional trade barriers to other countries. Developed countries have already translated the prior scientific superiority into standard superiority, the standard strategy is also used as the central strategy of their in- tegrated superiority. The right to make international standards has become the core game issue of both existing and emerging powers. This paper analyzes the real threat of Western science and technology hegemony to emerging countries, explaining the basic situation of international standard asymmetric games, and puts forward the realistic challenges and countermeasures of the internationalization of Chi- nese technology standards. The core power of China wining the international standard game in 4.0, this must be rooted in the further reform of the institution and the self- improvement ambition of national culture.
