我国水流生态保护补偿机制框架研究

Study on the framework of water ecological compensation mechanism in China

目前,我国水流生态保护补偿机制建设工作取得了一些进展,但也存在一些问题。基于已有实践成果,从法律法规、补偿资金、补偿方式以及理论研究等方面分析了存在的问题,继而从主要目标、基本原则、有关概念、补偿主体、补偿客体、补偿范围、补偿标准、补偿方式等方面阐明了改革思路,提出了构建水流生态保护补偿机制的总体框架,并有针对性地提出了相关政策建议。

At present, some progress has been made in the construction of water ecological compensation mechanism in China, but there are still some problems. Based on the previous researches, the problems mentioned above were pointed out from the perspective of laws and regulations, compensation fund, compensation mode and theoretical research. The proposed reform thinking comprised main objectives, basic principles, relevant concepts, compensation subject, compensation object, compensation scope, compensation standard and compensation mode. On this basis, the general framework of China water ecological compensation was built. At last, some policy suggestions were put forwarded to resolve above problems.
