摘要
利用2003—2013年中国省级面板数据,通过联立方程模型,研究了产业聚集与环境污染之间的相互影响。结果显示:产业聚集和环境污染之间存在相互影响关系。产业聚集对环境污染的影响为负,说明产业聚集的正外部性大于负外部性,表明产业聚集有利于改善环境污染;而环境污染对产业聚集的影响为正,说明区域环境污染促进了产业聚集。文章的政策含义在于:建立聚集区污染物集中治理机制,建设生态产业聚集区,发挥聚集区知识和技术溢出效应,完善聚集区环境保护和监管措施,对于发挥聚集区环境效应的正外部性,改善聚集区环境具有积极的意义。
Based on the Chinese provincial panel data from 2003 to 2013, this paper researches the effect of industrial agglomeration on Environmental Pollution though simultaneous equation model. The impact of industrial agglomeration on environmental pollution is negative, which shows that the positive externalities of industrial agglomeration is greater than negative externalities, which indicates that industrial agglomeration is beneficial to improving environmental pollution. The environmental pollution significantly promotes the industrial agglomeration. So we put forward the policy recommendations that establish the pollutants concentration govemance mechanism, establish ecological industrial agglomeration regions, play knowledge and technology spatial spillover, improve environmental protection and supervision measures in industrial agglomeration regions.
