广州建设中国知识产权枢纽城市的实现路径

The Implementation Path of Guangzhou to Build China's Intellectual Property Hub City

知识产权已逐步成为区域间竞争的核心要素,广州建设中国知识产权枢纽的战略举措对其城市发展具有重要意义。广州具备建设中国知识产权枢纽城市的基本城市条件、区位优势与工作基础,应确立全国知识产权创造中心、知识产权服务高地、知识产权交易枢纽的总体发展定位;坚持注重原始创造、加强增值转化、完善支撑体系与示范创新模式的四大发展战略;推行搭建高端知识产权枢纽平台、提升知识产权证券化和担保融资能力、推动知识产权产业化和集群化发展、完善知识产权管理与维权制度、促进知识产权产学研合作和成果转化、增强知识产权信息管理与服务能力、优化知识产权管理制度与创新环境、加强知识产权资金与人才支持力度的八大政策措施,为广州建成中国知识产权枢纽城市的发展目标提供决策参考。

The Intellectual property has gradually become the core element of regional competition. The strategic measures to build China＇s intellectual property hub city in Guangzhou are of great significance to its development. This paper analyzes the basic urban conditions, location advantage and intellectual property development foundation of Guangzhou. And it proposes the overall development orientation of Guangzhou which is to establish the national intellectual property right of The Creative Center, the intellectual property service highland and the intellectual property rights transaction hub. Then the paper puts forward four development strategies such as： paying attention to the original creation, strengthening the value added transformation, perfecting the supporting system and demonstrating the innovation mode. Based on the above said, this paper puts forward eight framework measures： building high-end intellectual property hub platform, enhancing the ability of intellectual property securitization and guarantee financing, promoting the industrialization and development of intellectual property rights, improving the management and protection of intellectual property rights system, promoting the intellectual property research cooperation and achievements transformation, enhancing the ability of intellectual property information management and service, optimizing intellectual property management system and innovation environment, strengthening intellectual property fimds and talent support. This provides a reference for the development of China＇s intellectual property hub city of Guangzhou.
