“老伙伴”计划问题初探

人口结构的变化影响着整个社会的前进步伐,日益严峻的老龄化进程使得养老问题一度成为社会关注的重中之重。互助养老作为社区养老的补充,在一定程度上缓解了养老压力。上海市的"老伙伴"计划是互助养老新模式的典型,自2012年起实施至今,虽然取得了一定的成效,但也面临一些困境,通过完善制度规范、整合资源、加大资金投入、加强三社联动、提升自组织能力等方式不仅可以缓解该计划的困境,也将更有利于社区互助养老模式的发展。
