《抗菌药物临床应用管理办法》在基层医疗机构实施情况分析

The Implementation of Administrative Measures for the Clinical Use of Antibacterial Drugs in Primary Healthcare Institutions

目的分析《抗菌药物临床应用管理办法》(简称《管理办法》)在基层医疗机构的具体实施情况。方法对基层医疗机构医务人员进行现场调查分析《管理办法》的执行情况和医务人员的认知情况,采用简单描述性分析方法进行统计分析。结果对来自394个基层医疗卫生机构的394位全科医生进行问卷调查,选择7个指标对《管理办法》的实施情况进行评价。结果显示,仅有约30%的机构按照《管理办法》要求实施了抗菌药物临床应用公示制度和绩效考核制度,约20%的医务人员认为《管理办法》执行较好。结论《管理办法》在基层医疗机构的执行情况不理想,医务人员认可度较低。有必要创新考核模式,加强对基层医疗机构《管理办法》实施情况的监督管理。

Objectives To analyze the implementation of the Administrative Measures for the Clinical Use of Antibacterial Drugs in primary healthcare institutions.Methods Physicians working in primary healthcare institutions were interviewed by self-report questionnaire to collect data about the implementation of the Administrative Measures for the Clinical Use of Antibacterial Drugs in primary healthcare institutions and physicians＇ perception of it.Results A total of 394 physicians from 394 primary healthcare institutions were recruited in this study and 7indicators were chosen to evaluate the implementation.There were only about 30% of primary healthcare institutions brought the administration publicity system and performance appraisal system into force and only 20% of physician thought that the effect was effective.Conclusions The implementation of Administrative Measures for the Clinical Use of Antibacterial Drugs was not good,and physicians＇ appraisal about it was low.It is necessary to innovate the assessment methods and strengthen the supervision of the policy implementation.
