安徽省财政农业支出效率研究

Efficiency of fiscal agricultural expenditure in Anhui province

以安徽省16个地级市为研究对象,采用数据包络分析法,运用DEA模型研究安徽省财政农业支出效率。使用面板tobit模型得出影响安徽省财政农业支出效率主要因素包括地区经济发展水平、自然灾害、地方政府财力、农业从业人员劳动力水平。从加大农业生产资金投入规模、优化财政支农支出结构、加大财政农业支出监管力度、加强农业生产技术水平、建立健全有效的自然灾害保险制度五个方面给出政策建议。

Agriculture not only provides the basic necessities like food to human beings for daily life, but also offers fundamental raw materials for industrial development, which is the main reason why every dynasty and generation attach great importance to the development of agriculture. Firstly, taking the 16 prefecture-level cities in Anhui province as examples, this paper adopted envelope analysis method and used DEA model to analyze the efficiency of fiscal agricultural expenditure. Secondly, the paper used panel Tobit to get figure out of the factors that influence the efficiency of fiscal agricultural expenditure, including economic development of this area, natural disasters, fiscal resources of local government, labor level of agricultural professionals. Finally, this paper put forward suggestions regarding to policies on 5 aspects which include enhancing the capital investment of agricultural production, optimizing the structure of fiscal agricultural expenditure, intensifying the supervision of fiscal agricultural expenditure, improving the technical standards of agricultural production, establishing and perfecting effective insurance systems for natural disasters.
