云南省医疗机构医疗费用现状分析

Analysis of Medical Expenses Situation of Medical Institutions in Yunnan Province

目的:了解云南省2010-2015年居民医疗费用的变化情况,为卫生行政部门制定相关制度提供依据。方法:通过查阅《中国卫生统计年鉴》《云南省统计年鉴》《云南省卫生统计年鉴》获取相关数据,对2010-2015年云南省的医院、乡镇卫生院及社区卫生服务中心门诊和住院病人次均费用进行描述性分析。结果:云南省2010-2015年医院门诊病人次均费用年均增长率为9.5%,其中药占比年均增长率为-1.3%;住院病人次均费用年均增长率为5.3%,其中药占比年均增长率为-3.1%。乡镇卫生院门诊病人次均费用年均增长率为6.1%,其中药占比年均增长率为-2.9%;住院病人次均费用年均增长率为7.0%,其中药占比年均增长率为-5.1%。社区卫生服务中心门诊病人次均费用年均增长率为6.6%,其中药占比年均增长率为-2.8%;住院病人次均费用年均增长率为3.6%,其中药占比年均增长率为-4.7%。云南省医疗机构门诊和住院病人医疗费用逐年增长,但药占比年均增长率下降。结论:政府应加大投入,发挥公共筹资的主导地位;合理引导社会办医,减轻政府负担;控制医疗成本,降低医疗费用;改善医患关系,提高医患信任度。

Objective： To know the change of medical expenses of residents in Yunnan Province from 2010 to 2015 so as to provide the basis for health administrative departments to formulate relevant systems. Methods ：The descriptive analysis was conduc- ted to the average expenses of outpatient and inpatient in hospitals, township hospitals and community health service centers in Yun- nan Province from 2010 to 2015. Results： In Yunnan Province from 2010 to 2015, the average annual growth rate of average ex- penses of outpatients was 9.5% in hospitals. The average annual growth rate of drug proportion was -1.3%. The average annual growth rate of average expenses of inpatients was 5.3%. The average annual growth rate of drug proportion was -3.1%. In township hospitals, the average annual growth rate of average expenses of outpatients was 6.1%. The average annual growth rate of drug pro- portion was -2.9%. The average annual growth rate of average expenses of inpatients was 7.0%. The average annual growth rate of drug proportion was -5.1%. In community health service centers , the average annual growth rate of average expenses of outpatients was 6.6%. The average annual growth rate of drug proportion was -2.8%. The average annual growth rate of average expenses of in- patients was 3.6%.The average annual growth rate of drug proportion was -4.7% o The medical expenses of outpatient and inpatient in medical institutions increased year by year, but the average annual growth rate of drug proportion declined. Conclusion： The government should increase investment and play a dominant role in public financing, guide the private hospitals reasonably and alle- viate the burden of the government, control and reduce the medical costs, improve the doctor-patient relationship and doctor-pa- tient trust.
