我国政府办一级中医类医院效率评价及影响因素分析

Analysis of Evaluation of State-Owned Primary Traditional Chinese Medical Hospitals' Efficiency and Influence Factors in China

目的:对2013年全国政府办一级中医类医院的技术效率进行评价,分析各要素对效率的影响,为优化卫生资源配置提供参考。方法:采用随机前沿分析和Cobb-Douglas生产函数对37个全国政府办一级中医类医院进行评价,对医院的技术效率进行分析。结果:两种评价方法得到的结论一致,37所医院整体技术效率处于递减状态,劳动类指标的投入所带来的效率的增加高于资产类指标的投入带来的效率的增加。结论:政府办一级中医院的技术效率偏低,且各医院间技术指标的差异较大,应及时调整劳动类指标和资产类指标的投入,提高效率,缩减各个医院之间的差距。

Objective： To evaluate the technical efficiency of the state-owned primary traditional Chinese medical hospitals, analyze each factor＇ s influence of efficiency, then provide reference for optimizing allocation of health resources. Methods： This paper uses stochastic frontier analysis and Cobb-Douglas production function to evaluate the technical efficiency of 3＂7 state-owned primary traditional Chinese medical hospitals in China. Results： The conclusions of these two evaluation methods are consistent.37 hospitals＇ whole technical efficiency are decreasing. The increase of efficiency from labor＇ s input is higher than that of asset＇ s in- put. Conclusion： Tile state-owned primary traditional Chinese medical hospital＇ s technical efficiency is low. There are great differ- ences of technical indexes among hospitals. The hospitals should adjust the input of labor and asset indexes, improve efficiency, and reduce the differences among hospitals.
