摘要 构建智慧水资源管理系统,提高水资源监测和管理能力是落实最严格水资源管理制度的有效技术措施之一。在深入分析水资源管理信息化建设需求、目标和内容的基础上,研制了智慧水资源管理系统。该系统由Web网站、移动APP、富客户端和三维数字地球仿真模块构成,其核心业务模型和信息扩展接口利用百度地图API、NASA World Wind数字地球及微软WCF共享技术集成。智慧水资源管理是蚌埠市智慧水利的重要组成部分,为水资源管理决策提供专业、科学、准确的技术支持。该系统助力蚌埠市2014年、2015年和2016年在落实最严格水资源管理制度考核中取得了安徽省第一名,取得了较为明显的社会效益和经济效益。 Building intelligent water resources management system and improving water resources monitoring and management capacity are two of the most effective technical measures to implement the most stringent water management system. Based on the analysis of the demand, goal and content of the information construction of water resources management, the intelligent water resources management system was developed. The system constituted by web sites, mobile APP, rich client and digital earth simulation module, and its inter- faces of core business model and information expansion were integrated by API in Baidu map, NASA WorldWind digital earth and Mi- crosoft WCF sharing technology. Intelligent water resources management is an important part of intelligent water conservancy in Bengbu City, and which can provide professional, scientific and accurate technical support for water resources management and decisions mak- ing. The system has helped Bengbu City to achieve the first in the assessment for implementing the most stringent water management system in Anhui Province in 2014, 2015 and 2016, and has showed more obvious social and economic benefits.
