Promoting Transformation of Governance Model in China through Big Data

大数据时代以"信息量大、易获取、前瞻性预测、关注相关关系"等特征打破了我国传统政府治理模式中存在的信息孤岛现象,促进了公众参与与社会网络结构的生成,促使政府从拍脑袋决策走向科学决策;与此同时,大数据也向政府的公信力与回应性、数据安全管理等方面提出了挑战。文章认为,用大数据政策助推我国建立开放政府、智慧政府、责任政府,进而实现向服务型政府转型是社会发展的必然趋势。

In the twenty-first Century,people gradually entered the era of big data.The characteristics of big data age such as'large amount of information,easy access,prospective prediction and concerned relationship'broke the phenomenon of information-isolated island in our traditional governance mode,promoted public participation and the formation of social network structure,urged the government to make decisions through a scientific way instead of irrational ways.But at the same time,big data also poses challenges to government's credibility,responsiveness and data security management.It is an inevitable trend of social development to promote the establishment of open government,intelligent government and responsible government,and then to transform to service-oriented government through big data policy.
