以毕节试验区区情为依据,运用马克思主义的立场、观点、方法,以习近平总书记系列重要讲话精神为指导,坚持科学、求实、创新原则,提出推进毕节试验区扶贫攻坚思维定式的"三变"——变"要致富先修路"为"要致富先会做",变"扶贫先扶智"为"扶贫先扶市",变"主要精力放在招商引资上"为"寻求市场订单"上。

Based on the condition of Biejie test area, this paper uses the Marxist standpoint, viewpoint and method and the important speech of General Secretary Xi Jinping as a guideline. Adhere to the principles of science, truth- seeking and innovation, and put forward the ＂three changes＂ to promote poverty alleviation in Bijie test area. It is necessary to change ＂Building road before getting rich＂ to ＂Learning to do before getting rich＂, change ＂Help the poor with intelligence before poverty alleviation＂ to ＂Help the market before poverty alleviation＂, and change ＂the main focus on investment ＂ to ＂＇ seeking market orders＂ and so on. The ＂three changes＂ of ＂change resources to as- sets, change capital to shares of gold, change farmers to the investors,＂ proposed by Liupanshui City, Guizhou Prov- ince, was written in this year＇ s Central No. 1 document, has been highly recognized by the provincial government. This ＂three changes＂ has a very significant significance for breakthrough rural production and management system and promoting poverty alleviation in Bijie test area.
