地方立法协商形式探讨

地方人大和政府在立法中强调协商的重要性，不断探索立法协商模式，形成了地方人大组织的立法协商模式，地方政协组织的立法协商模式，地方政府组织的立法协商模式。它们通过书面协商、网络立法协商、会议立法协商、立法调研等形式来推动立法的民主化和科学化，促进了中国政治的法制化建设。虽然这些形式极大地改善了我国地方立法协商的质量，但还有很多不足需要我们注意，立法协商理论的欠缺、立法协商制度的不健全、立法协商主体的矛盾、立法程序的不规范、协商反馈和评估机制缺失，都严重影响着立法协商的程度、质量和结果。

The local people＇ s congresses and the government emphasized the importance of consultation in the legisla- tion, and constantly explored the legislative consultation mode, formed the legislative consultation mode of the local people＇s congress organizations, the legislative consultation mode of local CPPCC, and the legislative consultation mode of local government organizations. They promote the democratization and scientificization of legislation through the form of written consultation, network legislation consultation, conference legislative consultation and legislative in- vestigation, and promote the legal construction of Chinese politics. Although these forms have greatly improved the quality of local legislative consultations in China, there are still many deficiencies that require us to pay attention to ： the lack of legislative consultation theory, the imperfect legislation consultation system, the contradiction of the legis- lative consultation subject, the irregularity of the legislative procedure, and the lack of assessment mechanisms have seriously affected the level, quality and results of legislation.
