The Prospect of National Education Development in the “13th Five-Year Plan” Period

摘要 "十三五"时期是全面建成小康社会、基本实现教育现代化的关键时期,要实现民族教育跨越式发展,必须直面问题,抓住战略机遇。要构建民族团结教育常态化工作机制,打牢中华民族共同体思想基础;科学稳妥地推进双语教育,加快学前教育和义务教育阶段双语普及;全面提升民族地区各级各类教育水平,形成更加科学、完善的教育体系;着力补齐新疆、西藏和四省藏区教育短板,增强其内生活力和发展动力;提高内地班教育管理服务水平,健全民族地区教师队伍建设长效机制,切实提高人才培养质量;加强民族地区教研、科研工作,推进民族优秀传统文化的传承创新;加快提升民族地区信息化水平,建立完善以章程为核心的现代学校制度,为民族教育跨越式发展提供有力保障。 The " 13th Five-Year Plan" period is a critical period to build a well-off society in an overall way and realize educational modernization. In order to realize synchronous development of national education, we must face the problems, grasp strategic opportunities and make a great-leap-forward development. In order to safeguard a great-leap-forward development of national education, we should construct a normalized mechanism of national unity education, and lay a solid ideological foundation of the Chinese national community; promote bilingual education in a scientific and steady way, and accelerate bilingual popularization in the periods of preschool and compulsory education; improve the quality at all levels of national education, and build a more scientific and optimized educational system; put forth efforts to lengthen educational short stave in Xinjiang, Tibet and Tibetan-inhibited areas, and enhance interior vitality and development motivation ; uplift educational management service level of inland classes, set up a long-term mechanism of teaching body development in ethnic regions, and raise the quality of talent cultivation; strengthen teaching research in ethnic regions, and promote innovative inheritance of ethnic excellent traditional culture; and speed up informationization in ethnic regions to build a modern school system based on regulations.
