农民参与新农保的影响因素

Analysis of Influencing Factors of Rural Residents,Participation in New Agricultural Insurance

基于陕西省宝鸡市渭滨区、凤翔县、岐山县3个县区农户抽样问卷调研数据,运用Logistic回归模型实证分析了农户参与新农保行为的影响因素。结果显示:年龄、受教育程度、健康状况、职业、家庭年收入、家庭耕地面积、家庭60岁以上老人比例、养儿防老观念、是否认为缴费标准合理、养老负担减轻程度、对村干部工作满意度、参保程序是否便捷等因素对农村居民参保行为具有显著影响,而性别、家庭子女数量、意愿缴费档次、村集体经济状况和邻里互助情况对参保行为的影响并不显著。在实证分析的基础上,提出具有针对性、切实可行的政策建议:转变养儿防老的传统思想观念,树立科学养老意识;加强政府对新农保的宣传力度,使农民真正了解到新农保的详细信息;拓展多种养老模式,减轻子女及政府负担。

This paper empirically analyzes the influence factors of participation behavior of ＂the new agricultural insurance＂ by using Logistic regression model, based on survey data collected from Weibin, Fengxiang and Qishan in Shaanxi province. The results show that factors as age, education level, health status, occupation, annual income, cultivated land area, proportion of elderly persons over 60 years of age, concept of raising children for old age, reasonable payment standard, pension burden reduction, satisfaction of village cadres＇ work, convenience of insured program have significant effect on participation behavior of rural residents. While gender, number of children in the family, rural residents＇ payment adjustment, financial status of village and situation of mutual assis- tance in the neighborhood have no significant influence on the behavior of the insured. On the basis of empirical analysis, the paper points out some policy suggestions, such as enhancing the cultural quality of rural residents, improving farmers＇ attention to their own pension issues to fundamentally change their traditional ideas and establish a scientific pension consciousness; strengthening the government＇s publicity and expand channels of policy publicity, so that farmers really understand the details of the new agricultural insurance; expanding a variety of pension modes and exploring the community endowment assisted by community organizations to reduce the burden of the government and younger generation.
